The Board examines the bill 6785/10 by Felipe Maia (DEM-RN), which obliges the Union to encourage academic exchange of undergraduate students, master's and doctorate in the country. 

According to the Agency Board, this incentive should be promoted, among other measures, with the granting of scholarships to selected students can take courses or do research for up to two semesters at another institution of higher education with agreements with the original. 

They may participate in the exchange institutions whose courses are evaluated positively by the National Assessment of Higher Education (Sinai), in the case of undergraduate courses. For programs masters or doctorate, the assessment should be made by the Foundation for the Coordination of Improvement of Higher Education Personnel (Capes). 

The project will be considered conclusive in character by the committees of Education and Culture, Finance and Taxation, and Constitution and Justice and Citizenship.
