The DOSVOX as a Software Accessibility Digital Environment for the Blind and its possibilities in th  E-mail
This work is intended in particular for teachers who can see and, perhaps, to mystify the experience not clairvoyant, ie, the experience of the visually impaired. DOSVOX The system is a microcomputer-line PC, which communicates with the User through speech synthesis, enabling thus the use of computers by the visually impaired, they acquire a high degree of independence in study and work. The system makes communication with the blind through voice synthesis in Portuguese, and the synthesis of texts can be configured for other languages.

What differentiates DOSVOX other systems dedicated for use by the visually impaired is that in the DOSVOX machine communication is much simpler, and takes into account the specific characteristics and limitations of these people. Rather than simply read what is written on the screen, the DOSVOX establishing a friendly dialogue, through specific programs and adaptive interfaces. This makes it unsurpassed in quality and ease of use for users who see a computer through communication and access, which should be as comfortable and friendly as possible.

Much of the sound messages issued by DOSVOX is made in recorded human voice. This means that it is a system with low stress to the User, even with prolonged use. It is compatible with most existing speech synthesizers, as it uses a standardized interface SAPI for Windows. This ensures the User to acquire systems to market speech synthesis more modern and closer to the human voice, which lend to DOSVOX for excellent reading.

This study aims to use the technological tool - DOSVOX - as a facilitator in the literacy of people with visual impairments.
One of the peculiarities as reference was the reality experienced by blind people, based on surveys and bibliographies, which is the main path to citizenship for people with visual impairments.

Blind people, if not handled with care and respect for society and educational system, become victims of isolation, prejudice and are vulnerable to social exclusion, preventing development of their skills of reading and writing. In this context, emerged the interest in researching and knowing the computer system DOSVOX, who conceived as a technological ally in the process of literacy and literacy for blind students is a valuable collaborative tool for building a more attractive and in the process of inclusion social these students.

It is almost impossible to imagine or think of today live in a society without the presence of so-called new technologies of information and communication (NTIC). Its widespread use, popularity and many applications have enabled these technologies become resources for extraordinary capacity to promote and facilitate access to knowledge in several areas. In education, in general, the technologies have offered many favorable conditions for learning and human development, enabling socially disadvantaged sectors can also currently access. This group could include people with disabilities, or those who have a permanent loss or abnormality of structure or function of psychological, physiological or anatomical and have disabilities to perform activities within the standards considered to be normal human, the second defines the Article 3 of the National Policy for the Integration of Persons with Disabilities (Decree No. 3298 of 20 December 1999).

The study was initiated by DOSVOX Marcelo Pimentel, a visually impaired student, the Electronic Computer Center, Federal University of Rio de Janeiro (UFRJ), under the direction of Prof.. Jose Antonio dos Santos Borges, and computer systems engineer and Computation. Given the importance of DOSVOX as technological resource that allows access to the digital environment of the visually impaired and offers terms of literacy and literacy for its users, will be developed within this work and given the difficulty and lack of published information, a study biographical general exploratory to examine and analyze the main sources of information, approaches and discussions of literature DOSVOX, focusing as a result the key aspects detailed in the subject of this work. In bibliographic desired, will be examined some challenging questions that involve analysis still to be done as:

a) The DOSVOX can promote literacy and literacy for students with visual impairment in the municipal school of Guaratinguetá?
b) How can the DOSVOX, the conditions it offers, be an ally in the process of literacy and literacy for people with visual impairments?

In social inclusion, DOSVOX becomes a highly valuable tool and is recommended for children starting school and literacy, facilitating dialogue that question and indicates the desired shortcut by User. This system is undergoing modifications and suggestions are welcome to improve more and more, with the participation of Professor Antonio Borges, the computing center's electronic UFRJ creator of this system.

For literacy and literacy of students with visual impairments, it must first get used to voices and their speeds with repetitive exercises before you really master the operations of the system DOSVOX. Save the control keys because the mouse is not an appropriate instrument for the visually impaired in this case, since the keyboard should be converted into Braille keyboard like a typewriter Perking, which will be used Braille scores and then transformed into male or female voice. The letters will sound the male voice and lowercase letters will sound the female voice. The speed of the voice will also be controlled by User. The system has been improved with each release, indicating that future literacy and literacy will become easier accessibility to users with visual impairments in whole or in part. One of the important uses of DOSVOX is to transform binary information (the original computer audio signals). One of its uses is to transform the input text into audible words for the visually impaired and this can direct the blind students to read and to socialize more social, with regard to visual impairment, the importance of digital environments is unquestionable.

The project DOSVOX is distributed in two versions, ie for Windows, which can be called WINVOX and the DOS5. This program consists of:

- Operating system that contains the elements of User Interface.
- System of speech synthesis for the Portuguese language.
- Editor reader and printer / text formatter.
- Printer / formatter for Braille.
- And other uses such as phone book, filling out checks.
- Free entertainment to educational.
- Expansion of screens for low vision.
- TV sound access to the reading of web pages;
- DVD screens and windows for DOS and Windows etc..

Conclusion
The visually impaired attention and arouse people's curiosity when they show the way to behave on a variety of situations such as counting money, using a cane, clothing, and other reading Braille. In society, the visually impaired become pariahs, whose rights are often neglected and even forgotten. In the social aspect of equal rights, we must support the claim that respect diversity, promoting educational inclusion is a duty of the citizen. The DOSVOX enhances these conditions directed to the visually impaired in relation to literacy and literacy by giving them access to more concrete living in a democratic society.

Blind students always shown the need for access to literature and assistive technologies in various areas of knowledge. The unpreparedness of some teachers has been a problem for these students. In general, the DOSVOX, according to Marino and Sambatti (2004), meets the needs of computational operations of a blind person, since it is an interactive software with resources to literacy of blind to their autonomy.

The DOSVOX not solve all problems, but it helps to solve many of them:
- Reading and writing are to be accessible and compatible with those of people who are visually impaired;
- Education is leveraged by the use of computer;
- New possibilities of work can now be targeted;
- Several new options are now available;
- The Internet and its multiple options may be much explored by DOSVOX.

The DOSVOX can be seen as a tool without which things are much more difficult for the visually impaired. However, so that it can continue to be really important, actions are needed continued and, also, applied to as many visually impaired people of our country. This depends on the efforts of all: it is a social and political struggle, never separate from the technical development effort.
