The announcement came two days after statements by the president-elect, promising to "vigorously engage on this issue, turn 180 degrees with the policy of the government of George W. Bush.

"It's time to get started," said Democratic Senator Barbara Boxer, promising to meet the challenge of Barack Obama to combat global warming and create millions of "green jobs" in a shaky economy.

Ms. Boxer, chairman of the Senate Committee on the Environment has said the law would be in line with campaign promises of Mr. Obama drastically reduce emissions of greenhouse gases.

The Senator from California (West) reported that a law presented in January, is intended to reduce emissions of greenhouse gases by devoting up to 15 billion dollars a year to develop clean energy and biofuels.

Another bill seeks to establish a system of redemption emissions of CO2, through the U.S. Agency for environmental protection.

"Instead of denial, we have the determination, instead of prevarication, we will share. Instead of listening to the voice of the inert status quo, our committee hears the voice of our elected president, "said Boxer.

"We are facing a revolution," added the senator, who believes that the election of Barack Obama and the rise of Democrats in Congress will change the attitude of the United States, the biggest polluter on the planet, global warming.

"Few challenges facing the United States and the world face are more urgent to combat climate change. Science does not discuss, and the facts are clear, "said Mr. Obama Tuesday in a video message broadcast at an international summit devoted to climate change.

"It's time to face this challenge once and for all. Wait no longer an option. Denial is no longer an acceptable response. The stakes are too high, the consequences too severe, "said future American president.

Mr. Obama drew to set annual targets for reducing emissions of greenhouse gases to 1990 levels by 2020, then additional 80% by 2050.

Ms. Boxer said she could not reveal details of bills, but they would be in line with these objectives.
