Obama and "Spirit of Washington" | Law
End of the first summit of the Obama era. Very interesting both in style and
substance.
The agenda was modest, consensual, almost disproportionate to the fact that
heads of state move.
But there have been many announcements, so participants can leave satisfied.
It is a "feel good" vertex, which does not happen very often.
All countries have felt compelled to make something (abandonment of uranum
enriched; installing detectors radiological material at ports etc. ..)
- “Used Shamelessly We have the summit was forcing event"Said Gary
Samore, the great architect of the event.
Funny summit without drama on the
statement, prepared long.
And not even leak.
A summit disciplined.
What can we learn?
- Obama has taken the reins. He brought in Washington of heads of state to
an agenda that does not require their presence.
He has assembled a motley collection of countries (47), inviting anyone he
chose. Nuclear countries, nuclear neighbors, having abandoned nuclear. Or
placed in the path of proliferation (Vietnam, for example, because of the
possible shipping from North Korea).
- The Israeli bomb is on the table.
We're not there. But in any case Israel is invited to sign the
Non-Proliferation Treaty (such as India and Pakistan).
Barack Obama has even been forced to respond to the Israeli question.
(By the way, he put an end to speculation about a U.S. peace plan in
preparation .. and he even quoted Jim Baker can not make peace against those
involved ... From there to think that change is required interested ...)
An American journalist in the corridors:
- “It's a whole new world "…
- Obama does not punish but it rewards
It shows good examples: Chile, Canada, Ukraine ...
The interest of each is taken into account (no one can oppose the security).
but also their worries (the civil nuclear, for example, is "de-demonized" in
the final communiqué as desired by the French)
It is awarded by gestures (South Korea will top the 2012), while Russia rather
than France, was cited for the hypothetical peace conference on the Middle
East.
- Sarkozy: low profile. Decided not to play the gadfly at all meetings. He
still offered for a dinner idea that "generated a lively discussion "Said
Gary Samore.
The idea to consider an international tribunal to try those responsible who
should be convicted of trafficking in nuclear materials.
The French often remind all Americans that they have not ratified treaties
(was it a way to bring the ICC into the debate?)
- As said Gary Samore, "Spirit of Washington" has blown over the top ...
