The House of the National Justice Council (CNJ) unanimously adopted the resolution will provide greater transparency to the costs of the Brazilian Judiciary. 


 

The resolution, proposed by Councilor Marcelo Neves, regulates the publication of information regarding the budget and financial administration of the courts throughout the country, the Internet, creating a kind of Integrated Financial Management Branch, an allusion to Siafi used by the Federal Government . In addition to the disciplinary model of transparency with regard to the budget execution of the judiciary, the resolution will allow greater control of expenses of the Judiciary. It requires the courts to publish on their websites, personnel costs, fees, rent, daily, media services, cleaning, maintenance and also the resources used for construction and renovation of buildings. The information should be included in a link called "transparency." 

The idea is to allow every citizen has access to this information, ensuring greater control of expenditure of the Judiciary. The courts should upgrade to the 20th day of each month, from February 2010, overall spending on staff and services. They will also have until March 31, 2010 to inform the detailed statements of the years 2007, 2008 and 2009. Before being taken to the plenary, the draft resolution was submitted to public consultation on the site of CNJ and some of the suggestions were incorporated sent the final text. The need to create mechanisms to control the costs of the judiciary came the results of inspections promoted by the National Magistrate Court on various Brazilian courts. The inspections identified gaps and revealed problems in this area and in the process of controlling costs.
